Phase 1: Develop Scoping Report

In the first phase of the project, we reviewed and evaluated the current use of benefit‐cost analysis, focusing on investments in health and development in low‐ and middle‐income countries. The initial results of this phase are summarized in a scoping report, which is available here. We discussed related issues in a May 11, 2017 scoping workshop; the agenda, slides, and workshop video are available here. In addition, you can read about the results of our stakeholder survey here.

In the scoping report, we:

  • Discuss the relationship of this effort to the existing iDSI Reference Case and describe the overall benefit-cost analysis framework.
  • Identify and evaluate available benefit-cost analysis guidance and examine key commonalities, differences, and gaps.
  • Evaluate selected recent benefit-cost analysis to better understand the diversity of data and methods used.
  • Explore the major barriers, challenges and opportunities associated with improving and expanding the use of benefit-cost analysis.
  • Discuss the implications of the results for the subsequent phases of this project.

We are used the results of this phase to propose topics to be addressed in the methods papers and case studies in Phase 2.
