Multi-tiered Social Health Insurance Forum at Fudan University

On March 27th, Harvard China Health Partnership collaborators at Fudan University hosted an in-person forum in Shanghai to explore strategies for building an effective multi-tiered health insurance system in China by leveraging commercial insurance to supplement existing social health insurance programs. Dr. Winnie Yip, Professor of Global Health Policy and Economics, joined the forum virtually to share approaches other countries have employed in developing a multi-tiered system, and Dr. William Hsiao, K.T. Li Professor of Economics, Emeritus, discussed experience and lessons derived from the development of commercial insurance in the United States. Other speakers included China-based academics and provincial and local-level leaders from China’s National Healthcare Security Administration who highlighted their existing efforts to build a multi-tiered system in their respective jurisdictions, the local conditions they face during this process, and their views on the future role that commercial insurance may play in China’s system.
